Make DeliveryBoost toggleable

Currently, if a broadcast is time sensitive, the message can be sent even after the time for it has passed because of DeliveryBoost.
If there was an option to turn off DeliveryBoost for such broadcasts, time-sensitive messages won't be delivered later than they should be.

We have observed an issue where time-sensitive broadcasts are being delivered later than intended due to the DeliveryBoost feature. This has caused challenges for our business, especially when the timing of certain messages is critical.
We would like to request that the DeliveryBoost feature be made toggleable. This would allow us to turn it off for specific broadcasts, ensuring that time-sensitive messages are not delayed and only reach our customers within the designated timeframe.
We believe this enhancement would greatly improve the functionality and precision of broadcasts, especially for businesses like ours that rely heavily on timely communications.
